Regions and districts

Clearwater is a wide state with small towns in it. The district is how CAMRO reaches a clerk who cannot spend a day driving to Fairholm.

What a district meeting is

Half a day, usually in a council chamber, usually with lunch that somebody’s municipality paid for. A training segment worth 1 education point, an hour of open discussion, and the part everyone actually comes for — finding out how the next town over handled the thing you are currently handling.

Districts meet twice a year, in spring and autumn. The autumn meeting elects the district director.

You may attend any district’s meeting, not only your own. Members near a district boundary routinely attend both, and members in Districts 11 and 12 frequently attend each other’s because the drive is shorter.

A note on the Uplands

Districts 11 and 12 cover twenty-two municipalities between them, most under 1,500 people, and have the state’s lowest CCRO rate and its highest clerk turnover. The board has treated this as a standing priority since 2024. What has helped: paired district meetings, travel stipends from the scholarship fund, and mentors — of which there are still not enough.
